Tennessee Titans rookie quarterback Will Levis is expected to start against the Pittsburgh Steelers on Thursday night. Levis threw four touchdown passes in his NFL debut and led the Titans to a 28-23 win over the Atlanta Falcons. Titans starter Ryan Tannehill is still recovering from a high ankle sprain.
